Some examples of what I believe to be poor b-roll usage are the cutaways to steps or the video just showing the sign of the courthouse and some grass. I also think that if they just put a little bit more work into it they could have gotten better footage of Mr. Brown than just a static photo when they played the clips of him in the courthouse. Some of the photos and video do appear to follow the basic rule-of-thirds at least.
